Probably only in Wales.
I suspect that many peoples over time made something that could be covered by a single cow hide to be waterproof. The west just didn't know about it. No doubt goes back to the "caveman" days.

They used them to cross streams, just like they used Bicycles to transport supplies on land. They walked beside them. When Bose'n Williams got his MOH, he shot up a whole bunch of them, along with the caretakers. A one time famous sniper shot was taken from a Swift Boat and hit an RPG round which detonated at 875 yards. Both boats moving, but the Bum up a small channel the Swift couldn't navigate. The shooter probably still claims he was aiming at the RPG.
